Working With Minors

To comply with California law and university policy, all youth programs must be approved by the Office of Student Engagement. This applies to any student organization sponsoring a program for non-Stanford students under the age of 18.
Youth Program Policy and Approval Process
To ensure compliance with both California law and university policy, any program involving minors—defined as individuals under the age of 18 who are not Stanford students—must be officially reviewed and approved by the Office of Student Engagement using the ePOM system.
This policy applies to all student organizations sponsoring such programs, regardless of the program's nature or location. This includes:
- On-campus programs: Events or activities held on university grounds.
- Off-campus programs: Activities organized by the student group that take place elsewhere.
- Online programs: Virtual or web-based events involving minors.
- Duration: Programs of any length, from a few hours to overnight stays.
Summer programs for minors are not permitted.
What is ePOM?
The Protection of Minors Management System (ePOM) is your sole resource for registering minors programs and activities, uploading required documents, and monitoring policy requirements. All programs and activities covered by the Protection of Minors policy must be registered through ePOM.
ePOM users include the following two roles:
- Program Sponsor: The Program Sponsor is responsible for ensuring that all requirements under the Protection of Minors policy are met. Please see the complete definition and list of requirements on the Program Sponsor page.
- Program Administrator: An employee who is delegated by the Program Sponsor the role of ensuring all required information is submitted to the Protection of Minors Management System. The Program Sponsor remains responsible for meeting all policy requirements.
Schedule an Appointment with an Advisor
After reviewing the available information online, the next step is to schedule an appointment with an advisor at OSE by emailing studentengagement@stanford.edu. Following the protocol the university has created is imperative to the protection of minors.
The advisor will guide student organizations through the training, waivers, applications, and other materials required to run a successful youth program.
